The 15th Biennale of European Towns and Town Planners will take place at the Congress Centre of the National Laboratory for Civil Engineering (LNEC), one of Portugal's leading research institutions in engineering, urban development, and the built environment.

Located in the Alvalade district, the LNEC campus is situated close to Lisbon Airport and is easily accessible by public transport, taxi, and car.
Founded in 1946, LNEC is Portugal's premier public research institution dedicated to civil engineering and the built environment. Its campus covers approximately 22 hectares and includes research facilities, laboratories, green spaces, and a modern congress centre that regularly hosts national and international conferences.
Lisbon is served by Humberto Delgado Airport (LIS), located approximately 10 minutes from the conference venue by taxi or ride-sharing service. The airport is also connected to the city centre and the venue area by metro and bus services.
The nearest metro station is Alvalade (Green Line), located approximately 700 metres from the LNEC campus, corresponding to a 5–10 minute walk.
